SPECIAL LEAVE
may be
granted to office bearers of AIBEA, NCBE, and INBEF as follows:
a. Principal office bearer - up to 21
days in a calendar year
b. Central Committee member – up to 17
days in a calendar year
c. Office bearer of EC of state – up to 7
days in a calendar year at all India level
Where an
employee falls under more than one category, only the highest quantum under any
of the categories which he/she falls is reckoned.
SPECIAL DUTY LEAVE is available
in addition to the foregoing for the purpose such as:
a.
FOR BLOOD DONATION
b.
The
Banks grant one day special casual leave to the employees who donate blood on a
working day at a blood bank of a hospital only on production of a certificate
from the medical officer of the concerned hospital to that effect. The blood
may also be donated at any blood collection drive sponsored by such hospital –
If the employee donates he blood after office hours, he/she may be granted 1 day
special casual leave the next day, provided the next day does not happen to be
a holiday or weekly off. Ref. IBA PRS(ii)No.2371/65(i)-74.76 dt.29.04.1976 PPD

b. FOR
ADOPTING SMALL FAMILY NORMS –
6 days special casual leave to mal employees for undergoing
sterilization/vasectomy operation, 14 days special casual leave for female
employees who undergo non-puperal tubectomy operation, 1 days special casual
leave to female employees who had IDU insertions, 7 days special casual leave
for male employees whose wife undergoes non-puperal tubectomy operation,
subject to production of necessary medical certificate. An employee is not
entitled to special casual leave after maternity leave, if the sterilization
was done during the maternity leave. Ref: HO: IP: I: CM: 1-1652B04 dated
04.02.2003.
C. IN
CASE OF INJURIES ON DUTY –special
leave while recouping from injuries and shall be fully reimbursed with medical
cost and treatment over and above his normal entitlement.
d. FOR
EXERCISING FRANCHISE – ELECTION –
One day special casual leave will be sanctioned to employee for exercising the
franchise for elections to Lok Sabha/Legislature/State
Assembly/Panchayat/Corporation/ Municipality or local bodies when the election
is at the place of residence of an employee and his/her office is located
elsewhere.
e. FOR
NON ATTENDANCE OF OFFICE DUE O CURFEW –
i. Where an employee was not
able o attend the office on account o imposition of curfew either at the place
of residence or at the place o work, the absence should be treated as special
casual leave.
ii. If the curfew was imposed
only for a part of the working hours either at the place of residence or at the
place of work, the employees who attended office during the non-curfew part of
working hours should be treated as having attended for the full day and the
absence of those employees who did not attend during the non curfew hours
should be adjusted against their usual leaves.
iii. This special casual
leave is provided only where it is physically impossible to attend office. This
leave is also granted when it is impossible to reach office from curfew bound
area which falls between the route from residence and office o the employees
and I is also not possible to reach office even avoiding such roué and the
government authorities have not permitted employees to travel through curfew
bound areas.
f. FOR
MOUNTAINEERING, TREKKING EXPEDITION ORGANISED
BY YOUTH HOSTELS ASSOCIATION OF INDIA, REPRESENTING THE BANK/STATE IN SPORTS –
shall not exceed 30 days on any one occasion and not more than 3 occasions in
the entire service of the employee with a gap of at least 2 years subject to
production of certificate. The expedition shall be approved by Indian
mountaineering foundation – Refer Branch Circular No.84/51 dated 31.05.1990 and
85/140 dated 02.09.1991

10. UNAVAILED
CASUAL LEAVE – Can be availed
without production of medical certificate for leave not exceeding a day on
grounds of sickness.
11. LEAVE PREPARATORY TO RETIREMENT,
where PL was withheld for an employee he shall be paid pay and allowances upon
retirement.
12. FOR ATTENDING COURTS OR ENQUIRIES:
Special leave should be granted to employee who is summoned to attend courts or
departmental enquiries outside the Bank for giving evidence on behalf of the
Bank.
